I'm seeing directions for my 15" NSR rail that the screws should be installed with a torque screwdriver to 30 inch pounds?

I've never even heard of a torque screwdriver before this. If you had access to an inch pounds torque wrench is there a tool that could make that work? Most torque screwdrivers I'm seeing online are listing around 200 bucks!

Or should I make these all hand tight with thread locker along the same lines as the guys that say just use a crescent wrench rather then a torque wrench for the barrel nut?

An inch-pound torque wrench does the same thing. You can get by without one if you have enough experience, or perhaps common sense, to avoid over-tightening. However, I still recommend spending about $50 on a Wheeler FAT Wrench (http://www.midwayusa.com/product/718023/wheeler-engineering-fat-firearm-accurizing-torque-torque-wrench-screwdriver). You'll probably find other uses for it.

Yes, you should follow the manufacturers installation directions to the letter. Where did torque screwdriver come from? That tool is not mentioned anywhere in the instructions. You either have the right tools to install the part properly or you don't. If you don't and decide to press on with the installation, please don't call the retailer and ask them for a free replacement if something gets snapped, cracked or jacked.
