Form 4, Trust

Check Cashed 8/8/2019

314 days of waiting. Will see if I can make it to Rainier tomorrow to pick it up.

But it is actually worse:
Ordered from Botach on 3/22/2019
Botach requests FFL for xfer on 4/16/2019
Had to speak to Botach again on 5/9 for status update as their NFA group dropped the ball on the Form 3
Shipped from Botach to Rainier on 6/20/2019
Received at Rainier on 6/26/2019
Rainier acknowledged receipt on 7/16/2019

So, add 116 days from order until the item received at local dealer.

Total time from order placed to stamp at dealer: 442 days

Edited to add approval date to timeline

Arms Unlimited is my usual go-to for SF cans. Literally sent the Form 3 in the same day I ordered. Arrived at Rainier the next week.

First SF can I thought from a dealer online, forms got lost multiple times, over 2 years later I got the stamp. Now that was a fiasco.

That e-file system was designed by an idiot.

IIRC, you can chose whoever you want. DOJ, State Police, sheriff, local municipality if you are in city limits. My last one went to Bob Ferguson's office.

WSP, AG's Office has been sending them back to people and referring them to your local Sheriff.

That happened to the first one I sent to the AG but I think they stopped doing that. The ATF says I have to notify an agency, not handle their mail.

That said, I think some enterprising government employee finally realized it takes as much effort to forward the notifications to a different agency as it does to return them to sender.

If starting from scratch, I'd roll with a NSW RECCE. The MK12 MOD 1 is a neat kind of sexy, but the RECCE is way more usable. I have all the parts to build one (minus a M4 Ops collar), I just can't bring myself to do it since I already can't shoot what I have enough...made even worse with the ammo situation.

You know I never considered the NSW RECCE. I like the idea of a 16 vs the 18.

You can even cheat and just get a C4 NSW Recce and save time. But either way, I'm sure you won't be disappointed if you go the C4 route.

But if you do track down a AEM M4 collar (not a MK12 collar), let me know. I'd like to have one for future use.

They usually attach a copy of the stamp to the email.

However, if it's not on there, log into your account and your approved stamps should all be there.

I have had a few instances where it was delayed a few days for no apparent reason. Once I just emailed the examiner and he sent me the stamp within 24 hours.

You should be able to get the Adobe .pdf reader app for your phone to be able to view your stamp. Best thing to do is print that and your trust, it's listed on one and stash them in both your case/range bag and on the weapon itself. I keep mine stashed in one of the tubes on the B5 stock, or in the vert, grip, whatever has a place to store stuff. It's good insurance against anybody ever asking for your paperwork, but I've heard a lot of ranges will ask to see it; another reason I'm glad I don't have to shoot at ranges only.

I just checked my files and the two e-Form Form 1s I did generated a confirmation email from the ATF with the fingerprint form as a PDF attachment on the same or next day. So, check your spam folder and be sure to read all the attachments to the emails they send. Note that the body of the confirmation email did not mention anything about the prints, but the attachments included the submitted Form 1 as well as a cover letter to print and include with your prints. Given you only have 10 business days, you should probably call them.

That's comforting. I'm really hopeful it makes it in well before the 10 day limit. Do they count the time it arrived, or does it get marked receieved when the examiner picks it up? That will be the deciding factor, as I believe I have 5 business days left starting Monday, which is when it' due to arrive. I know I shouldn't leave it up to chance, but I don't want to be a pest about it, either. This was much simpler when it took effing forever to get your stamp approved! :D

I know I shouldn't leave it up to chance, but I don't want to be a pest about it, either. This was much simpler when it took effing forever to get your stamp approved! :D

I don't think anyone in the long chain of NFA Branch custody is remotely concerned about the 10 day mark. I'm guessing they're way too busy to pay attention to the date.

Back ordered 10/13
In stock at SS and docusigned 11/23
At dealer 12/7
...waiting...
Bug FFL about “certify” crap
1/25 , go in and “certify “
That night, get home and look at email/form
Well serial number is not their and “other” country is marked, even though I clicked US , and it says WA right below..
;(
So email SS as FFL was told this after being on hold half the day, as he says 34 out of his first 90 efile/can forms have problems..

At this point I’m getting F’ing annoyed , and still laughing at this process of stupidly..

To be continued...

9 months isn't bad for the time. I only just got the paperwork due to the FFL being closed due to on-going family stuff.

Phuck

If you’ve been following my mess. Docusigned in November, finally into system and certified on the 20th of January.
Got the submitted whisk that night, took a look at the completed form, somehow mine and a half dozen others from same ffl, somehow the system clicked the “not a citizen” box.

Wtf.
Ffl was on hold for 2 days and could t get answer
SS didn’t email me back for over a month
Should be gtg
Just pinged the ask the experts last nite and got a quick reply

“ Your application currently states that you are a non-citizen.

Unfortunately, once an eform application is submitted no changes can be made. The application will need to be disapproved or withdrawn then refunded so you can resubmit.

To withdraw an application please submit a signed letter outlining your request to withdraw, your letter should be dated and include all applicant information, a copy of the submitted form is also helpful to verify your application.

Like 6 years ago I had an FFL screw up a form and it basically took 2 years to get it straightened out. Had to wait for a rejection, and resubmission. Hopefully you get a faster turnaround.

prints going out same day.

What a pain that system is. I wasted a ton of time just with the RPQ Form and not having the right version of Adobe. Then the ATF threw me off by requiring a picture of the engraving...that's new since my last electronic file

Correct. I had already engraved the lower as I threw in an extra lower receiver when I did my last batch of engraving. The only reason it took me this long to submit is my usual place for fingerprints has been shut down since COVID.

I think I was actually supposed to take a picture of the manufacturer's engraving so they could ensure it matched the data on the forms.

Are you all seeing what the ATF is doing with Form 1s for suppressors? They are starting to deny them all based on the circular logic that if you are in position of parts to manufacture a suppressor and you are filing a Form 1 then you have parts + intent so those parts should have been transferred on a Form 4 as suppressor parts. This while wait times on Form 4s are getting close to a year now.

On the up side, I am reading that some folks who had more than one Form 4 submitted are getting multiples back at the same time as the AFT appears to be "batching" the processing.

I’ve had a hard time getting any cold hard data.

I’ve heard a couple rumors here and there of 30 days, but haven’t been able to confirm.

I submitted one March 15, so I’ll let you know as soon as it comes in.

They said I’ll be notified by email when it’s approved, like my Form 1’s in the past. Digital stamp and all.

My last four cans were paper submitted 2/2021. Received the stamps and cans 2/2022. Little over 365 days.

My last eform was for a couple SBRs back in 2015 right before rule change. Took almost a year to get those back.

Let’s hope the new and improved eforms is faster as promised.

On a side note, when I got home with the cans, I noticed that I got 2 308 cans instead of 1 308 and 1 9mm Rex Silentium Can. Rainier had grabbed 2 308 cans and their serial numbers. At least the forms are correct, even if the order isn't. Here goes to 9 month waiting again.

A quick e-form update, submitted 5 stamps via Form 1 online on 6/14. 4 were approved on 6/23, pretty impressive. 1 was kicked back and rejected because I had accidentally attached the wrong responsible person's form. Instead of asking me to attach the correct one, they started the refund process and made me start over.

Submitted 2 cards for all 5 stamps, they still have no issue with this.

Approval times are all over the place right now, but here's an idea of what you may expect.
Form 4s submitted via paper are being processed aggressively. We're receiving hundreds of paper approvals each week as the ATF's current focus is clearing out the paper backlog.
Electronic Form 4s are not sharing the same fate. Approvals are trickling in and are currently March 2022 submissions, so 8-9 months is what you may expect with wait times climbing. Electronic forms have been put on the back burner in order to reduce pending paper submissions.

It actually seems fair that they'd focus on clearing out the backlog of paper thet was submitted before electronic forms went online, but given mine and 11B's status they should be pretty much through those by now such that the volume should start shifting over to electronic.

It actually says on the SS website they will not provide digital prints.

I mean... at this point why would they? They just upped their price on cards to $40 for a set. If they charged you say a one time fee, that would kill off their revenue from sending physical cards.

My two SBRs have the engraving on the bottom of the trigger guard. Then again all of my ARs are billet and the design allows for it. Unless you are looking for the engraving you won't see it. Eventually I will probably do more Form 1s, but I am not UWone doing 22 in one swoop...[BD]

The guy that does my engraving has a rotary engraving machine. I really like that type of engraving. If/When I do other types/brands of lowers I will probably have to figure out good places on the lower to do the engraving that don't stick out or look out of place.
