My theory is they didn't evolve into narwhals, mainly because if you look at the theory of evolution and all that jive they would have had to adapt over time to go from being a land based animal to a water based one.... which to me makes no sense. What would have compelled a land based plant eater to have to adapt to the water like that? Totally not plausible.
