PSA AR15 Lower: Bargain or Bust?

Does anyone know why you would need an FFL license to buy this part? Do you need an FFL license to buy a barrel etc? Thanks.

The lower receiver is the "firearm" in the eyes of the ATF...therefore, it needs to be shipped to an FFL who transfers it to you. You do not need a FFL to obtain any other part.
